For the last one hundred and ten years the water and sewer services for the Borough of Perkasie have been provided by independent bodies, starting with the Perkasie Water Company in 1895.  In 1955, when it was decided that the private companies were not improving the systems to meet then current standards, Borough Council created the Perkasie Borough Authority as an independent agency to operate the water and sewer systems.

In the 50 years since the formation of the Authority, the numerous community members who served on Borough Council have recognized that water and sewer issues were unique, time consuming and specialized.  The Authority has served not only the Borough of Perkasie, but also customers in East Rockhill Township, Hilltown Township, and most recently West Rockhill Township, effectively and efficiently.

The following are some points regarding Perkasie Borough Authority that we feel everyone should know:

·         The Authority provides water and sewer service to 4100 water customers and 3700 sewer customers at an average cost of $1.78 per day, or about $160 per quarter, for water and sewer service.   These rates are among the lowest in the Bucks and Montgomery County area.

·         The Authority has been a leader in water use reduction and conservation over the years, and has replaced and upgraded 7.1 miles of water lines over the last 15 years, thus reducing water loss by replacing outdated infrastructure.

·         In 2005 our average daily water production was less than the year 1994 with 840 more customers than 1994, which shows the effectiveness of the Authority’s water conservation efforts.

·         In 2002 the Authority was recognized by the Delaware River Basin Commission as an Authority that set an example in water resource management.

·          To date we are the only provider to have a “reserve allocation” of water available from the Delaware River Basin Commission, in the event we would need it. The pro-active management of the water and sewer systems by the Authority made this possible.

·         The Authority’s management of its sewage collection system was recognized by the United States Environmental Protection Agency in their report to the United States Congress on the impacts and control of sanitary sewer system overflows.

·         In both 2003 and again in 2005 the Authority was rewarded by the financial markets when they received an underlying A rating on their bond issues. At that time we were one of only 8 Authorities in the Commonwealth that had received this rating from Standard and Poor’s and one of 22 when combined with those rated by Moody’s rating service, out of over 400 authority bond issues across the Commonwealth. This A rating allows the Authority to borrow funds at lower interest rates, which translates into savings to our customers.

We think these points, and many others that we could mention, show that the Authority is a viable, efficient and responsible organization that is a leader in the Water Industry. We are quite proud of our accomplishments and we invite and encourage the public, the press, and especially the members of  Borough Council, to come see what we do.  We think they will find that the public is better served when water and sewer service is handled by an independent municipal authority.

 

Construction Update
The construction of the arsenic treatment plant at the Well #11 site is completed.  This facility has been operating since the beginning of 2007.

Board Member and Meeting Update
    
     In April 2006 Thomas Horn was appointed to begin a new term in the position of Treasurer.

     Lawrence E. Gular was appointed to the Board in July 2006 to serve out Thomas Walter's term as Secretary of the Board.  Tom resigned from the Board when his company transferred him to North Carolina.

    Harry McGonigal was appointed to the Board in January 2008 and serves as the Assistant Secretary/Treasurer.
  
     PBA's public Board Meetings will be starting at 7pm rather than 7:30pm, until further notice, beginning October 3, 2005.

Perkasie Borough Authority is pleased to announce the addition of the “Customer Account Inquiry” system on our web site.  The system allows you to access your water and or sewer account for billing information, usage and payment history, etc. 

By clicking on “Your Account”  you can log in with your account number and the pre assigned password you received in the mail.  You will also find this link by clicking on the Rates/Billing tab above.  You will be given the opportunity to change your assigned password to one more familiar to you at the time of your initial log in.  Access to your account will be available within 24 hours of your log in. For further assistance, please contact our office.
