Perkasie Regional Authority - Staff Bios

Gary J. Winton

Manager

The Manager oversees the day-to-day operations of the Authority. The Manager develops the budget, responds to residents’ concerns, supervises staff and works closely with the Board to ensure the best potable water possible at the lowest possible cost.

Gary is a licensed water and sewer operator and has been with the Authority since 1990. He has been involved in the operation of water and sewer facilities since 1972. He and his wife Deb have five grown children and 7 grandchildren.

Raymond M. Conville

Assistant Manager

The Assistant Manager is responsible for the conduct and activities of the Authority’s operation and maintenance employees of the Authority’s water and sewer system as well as assumes daily control of operations in the Manager’s absence.

Ray has been with the Authority since 1996 when he served as a Board Member and since 2003 when he became the Assistant Manager. He is licensed in both water and sewer operations. Ray and his wife Donna live on Race Street and have two grown children.

Nicholas Fretz

Financial Officer

The Financial Officer is responsible for accounts payables, properly handling all revenue accounts and Trust Funds, filing all payroll taxes, preparing accurate financial information for the Board, assist Manager in budget preparation, disbursement and collection of Developer’s Escrow account, and recording secretary at all Board Meetings.

Nick has been with the Authority since 2006 and has a degree in accounting from Delaware Valley College and lives in Kutztown.

Kathy Bitner-Brown

Accounts Receivable

The Accounts Receivable clerk is responsible for handling all aspects of accounts receivable/billing, preparing deposits, monitoring customer payment arrangements, and addressing customer billing inquiries or complaints.

Kathy has been with the Authority since 1999. She and her husband Joe live in East Rockhill Township.

Patricia Fluck

Administrative Assistant

The Administrative Assistant is responsible for providing administrative support to the department and/or the Manager.  Duties include general clerical, receptionist and project based work.  In addition, projects a professional company image through in-person and phone interaction.

Patricia has been with the Authority since 2010. She and her husband Randy live in Quakertown with their three children.

Mark Erenius

Operations Supervisor

The Operations Supervisor is responsible for the conduct and activities of the Authority’s operation and maintenance employees of the Authority’s water and sewer system as well as acquiring all necessary licenses from the Commonwealth, scheduling routine maintenance on the systems, and responsible for compliance of Act 287, the Underground Utilities Act.

Mark is licensed in both water and sewer systems and has been with the Authority since 2001. He lives with his son in East Rockhill Township.

Mark Kelly

System Operator

The System Operator is responsible for compliance with the applicable Federal and State laws, and rules and regulations associated with a water or wastewater system as well as acquiring all necessary licenses from the Commonwealth, reporting any known violations to the Supervisor, daily well monitoring, and collection of samples.

Mark has been with the Authority since 2002 and is licensed in both water and sewer. He and his wife Tammy have two children and live in Pennsburg.

Dean Leach

System Operator

The System Operator is responsible for compliance with the applicable Federal and State laws, and rules and regulations associated with a water or wastewater system as well as acquiring all necessary licenses from the Commonwealth, reporting any known violations to the Supervisor, daily well monitoring, and collection of samples.

Dean has been with the Authority since 2009.  He and his wife Kim have been married for 13 years and live in Harleysville.

Michael Kerr

System Operator

The System Operator is responsible for compliance with the applicable Federal and State laws, and rules and regulations associated with a water or wastewater system as well as acquiring all necessary licenses from the Commonwealth, reporting any known violations to the Supervisor, daily well monitoring, and collection of samples.

Mike has been with the Authority since 2009. He and his wife Patti have been married for 21 years and live in East Greenville with their two children.

Dave Moyer

System Operator

The System Operator is responsible for compliance with the applicable Federal and State laws, and rules and regulations associated with a water or wastewater system as well as acquiring all necessary licenses from the Commonwealth, reporting any known violations to the Supervisor, daily well monitoring, and collection of samples.

Mike has been with the Authority since 2009. He and his wife Stacey live in Sellersville with their three children.

Newton Condict, Jr.

System Operator

The System Operator is responsible for compliance with the applicable Federal and State laws, and rules and regulations associated with a water or wastewater system as well as acquiring all necessary licenses from the Commonwealth, reporting any known violations to the Supervisor, daily well monitoring, and collection of samples.

Newton has been with the Authority since 2011.

William Yerger

Meter Technician

The Meter Technician is responsible for collecting meter readings, replace faulty meters, replacing faulty touch pads, and general maintenance.

Bill has been with the Authority since 1996 and lives on Fifth Street in Perkasie.
